Dr. Saidi presented to a delegation from the Ministry of Foreign Affairs of Singapore the presentation titled “GCC Growth & Transformation in a Fragmented World” on 19th Feb 2025.

The session covered the heightened global economic policy uncertainty amidst the increasingly accelerated deglobalisation. The presentation focuses on the rising opportunities and challenges for the GCC, its emerging role as Middle Powers and the increasing pivot to Asia.

 




Keynote interview at the AVCJ Private Equity Forum Abu Dhabi 2025, 11 Feb 2025

Dr. Saidi discussed the current global economic conditions and the implications for private equity investment strategies in the Middle East in this keynote interview.

The main points of discussion were as below:

  1. The geo-political landscape is changing. Important to understand the big shift in economic activity towards Asia (particularly, China)
  2. Trump & his Maganomics policies (including tariffs) can play to the benefit of the GCC: China can divert their trade away from the US to this region; GCC can emerge as “Middle Powers” & GCC can use this as an opportunity to shape MENA region into an interlinked trade and investment hub. Start thinking of trade in infrastructure services.
  3. GCC countries have matured very quickly in the past 15 years. A trend of regionalised globalisation, driving regional integration.
  4. Need to support the increased trade & investment with Asia with banking, financial & payments links: use of renminbi to settle trade transactions, digital payments, the mBridge cross-border CBDC platform
  5. GCC SWFs are growing their domestic role, but will pivot towards Asia
  6. GCC are emerging as Global Old & New Energy & Climate Tech hubs. Middle East dominates crude oil exports and are increasing investments in renewables & climate tech.
  7. Opportunities in sectors: Tech (AI, data centres, robotics but all customised to the needs of the region), renewables (no reason you cannot export solar-based electricity to India or Europe), demographics related (health, education), e-mobility (EVs, e-transport systems), electrification of existing infrastructure.

Guest Speaker at Deutsche Bank’s Annual CIO Forum in Dubai, 28 Jan 2025

Dr. Nasser Saidi was a special guest speaker at Deutsche Bank’s annual CIO Outlook event in Dubai, held on 28th Jan 2025.

Dr. Saidi discussed the new world order and what it means for Middle East North Africa (MENA) and Gulf Council Countries (GCC). The GCC economies led by Saudi Arabia & the UAE are maturing becoming Falcon Economies. As the global economy deglobalises and fragments amidst trade and tech wars, they are emerging as “Middle Powers “. Dr Nasser presented on key themes shaping the region including GCC and MENA’s shift towards Asia and Africa as the main trade, investment and economic partners; GCC’s 40-year economic diversification and transformation, and emergence of ‘Middle Powers’; and GCC’s future as a global hub for both ‘old energy’ (fossil fuels) and ‘new energy’ (clean energy, clean-tech, and climate-tech).

 




“GCC-UAE: Growth & Transformation”, Presentation to UCL MBA delegation, 4 Jan 2025

Dr. Nasser Saidi presented to a delegation of MBA Health students from the UCL Global Business School for Health on 4th January 2025.

The presentation titled “GCC-UAE: Growth & Transformation” provided an insight into the disparities within the MENA region (related to income, wealth and resources) in the backdrop of the current and changing economic, geo-political landscape before delving into the common characteristics of the GCC countries (young, growing population, large expatriate segment & labour linkages, sovereign wealth funds and climate stress among others). The discussion also centred around the strategies and policies of the GCC nations, with a special focus on how the UAE macroeconomic picture has evolved overtime.

Dr. Nasser Saidi was invited to join as a guest speaker at the Global Investment Management Summit held in London on 28th March 2023.

Dr. Saidi’s presentation, titled “Navigating the Energy Crisis: A Middle East Viewpoint”, covered among other points the sources and consequences of the ongoing global energy crisis in the backdrop of weaning away from fossil fuels and investing in Renewable Energy. The geopolitics and emergence of a new global energy map formed another key point in the discussion which advocated for GCC to become the centre of a transformed, new, global energy map.

 




“Climate Finance Gap in the MENA”, Keynote Speech at Emirates Environmental Group’s Forum, 24 Feb 2023

Dr. Nasser Saidi was invited as a keynote speaker to a forum called “Bridging the Climate Finance Gap” organised by the Emirates Environmental Group (EEG), held in Dubai on 24th February 2023.

Dr. Nasser Saidi, Chairman of Clean Energy Business Council, the Honorary Member of Emirates Environmental Group, delivered the keynote address. Saidi called for climate and net-zero emission commitments to be enshrined in constitutions, making them more difficult to disregard. He stressed the enormous financial needs of countries to address climate change and estimated that Arab countries require US$570 billion by 2030, while only US$34 billion has been allocated to public international climate finance in this region, which is a mere 6 percent of what countries say they need. Saidi highlighted the enormity of the gap that needs to be filled and the urgency to take action.

Dr. Nasser Saidi participated in a panel discussion titled “The Pressing Economic Situation in Lebanon: Challenges & Solutions” organised by the May Chidiac Foundation – Media Institute on 24th March 2022.

At the beginning of the discussion, the floor was given to Dr. Nasser Saidi, who started the panel, saying, “The truth is that what is happening in Lebanon has historical dimensions, and the GDP decline since 2018 by about 58 %, exceeds the biggest crisis we have known previously, which was in Chile in 1926. So this is a huge drop. In the gross domestic product, and multidimensional poverty now affects 80 percent of the population and the unemployment rate is up to 50 %, and there is a mass immigration, and thus this leads to a loss of our human capital. The value of the Lebanese pound has fallen by more than 85 %. The economy is in danger right now.

And he added, “So the impact in terms of poverty, and the impact in terms of population, is amazing, just so that people understand a little bit about what we’re talking about.” A college professor earns about $156 a month, a soldier $54 a month and a judge about $187 a month.

So, you can imagine the impact of this on people’s daily lives, but the most dangerous of that is the destruction of wealth, inflation, the depreciation of the exchange rate, and what people call as a eupherism, “Lolar”, and the haircuts actually mean that financial wealth as well as other forms of wealth in Lebanon decreased by about 85%. This is the wealth of several generations whose money was introduced into Lebanon. The terrible thing about this situation is that it’s man-made, it’s not the result of a natural disaster, it’s man-made and it’s a deliberate policy to actually avoid reform.

And he continued: We need a comprehensive approach because the problem is financial, there was a large financial deficit, which led to a large accumulation of debt, exceeding 175% of GDP, there was a large current account deficit, i.e. overuse, and this was allowed by stabilizing Exchange rate It is a long-term policy of the Central Bank which has allowed us to consume far more than we can afford.

This led to unsustainable deficits, current account deficits and fiscal deficits and these problems exploded effectively at the beginning of 2020 and the implosion was driven by the closing of the banks in October and November 2019. This was unprecedented and created a loss of confidence in the banking system and thus led to a rush to banks, which in turn led to the suspension of payments and the prohibition of deposits in Lebanese pounds and later in dollars as well. The result is indeed an economic and financial crisis, but it must be emphasized that it is also a political crisis and a deep governance crisis. Now, we are living in an educational and health crisis and of course public services have been severely affected as well as electricity and water. Most people do not get two hours of electricity a day. There must be accountability for what happened, and that accountability must also extend to other events that occurred, such as the explosion in the port of Beirut.

To this day, no one has been held accountable, either politically or economically.

And he stressed that there is a need to think about solving the economic, banking and financial crisis as a fundamental solution. And the banking system is at the heart of that so, from now on, what is needed is multidimensional solution. The public debt must be restructured, because the government can no longer amortize the debt. We have three interconnected budgets resulting from the crisis. They are the balance sheet of the government, the banks and the balance sheet of the Banque du Liban, these three are interconnected, and you cannot solve one without the other, so the central bank must also be restructured, starting with a legal audit. This should lead to a restructuring of the banking sector.

We will not be able to move forward in terms of rebuilding the economy and restoring confidence if we do not tackle the core of the problem, which is the banking sector.

When asked whether he believed that the banking sector would survive in Lebanon, he answered: If he wants the private sector to play its role, then it will need the banking and financial sector to finance it, and it will also need external financing. The plan first is to restructure the banking system and we said we need banking decision authority which means we will have to look at mergers and acquisitions and liquidations of some banks, maybe 50% of the banks will disappear but the main point is that we need to recapitalize. Bank shareholders need to understand that they have lost their capital, so we will need to bring in about 20 billion into the recapitalization of the banking system by the shareholders and the bankers themselves.

Secondly I think we need to restructure the central bank, my radical suggestion is that we should change the “Banque du Liban” to something like the Swiss National Bank.

A Swiss National Bank is a company incorporated by number of shares under a monetary law, but is also owned by the public. Owned by part of the government, but also by the public. And it’s a registered facility, so what we’ll do next is turn it into a joint stock company, the monetary policy will also exist independently. But then depositors can become shareholders in banks and in the central bank.

So, if we had a new central bank, which is very similar to the NSB. I think we would start heading towards a solution.

Thirdly, a National Wealth Fund must be established, whereby state-owned companies, government lands and institutions are part of the National Wealth Fund which is managed independently. It will enable us to improve governments, remove politicians, and take over a lot of state-owned assets from communications to water and electricity and the rest. It must be managed efficiently and independently as it should, as in Temasek in Singapore which bought an average of fifteen per cent for the government.

So, if we put all of that together and start running it efficiently, we can start to reap some revenue in the future. Then the depositors will also become part of the national wealth.

So, instead of experiencing the huge losses that we have now, the depositors will become shareholders in banks, shareholders in the central bank, and shareholders in National Wealth Fund. And if we have a properly structured and governed wealth fund, we can attract a lot of private capital and then we can hope, if we restructure our banking sector by starting to finance the private sector.

I think these are three building blocks that if we really want to solve Lebanon’s problems, we have to think about them.

Dr. Nasser Saidi, in his capacity as the Chairman of the Clean Energy Business Council (CEBC), gave an opening keynote titled “Landscape of Low-Carbon Hydrogen Market: a MENA perspective“, at the “Canada Advancing Clean Energy” event held in Abu Dhabi on the 19th of January 2022.

On 18th Nov 2021, Dr. Nasser Saidi gave a presentation titled “Lebanon’s Meltdown: Failed State or Reforms & Transformation?” during a webinar organised by the American University of Beirut’s Suliman S. Olayan School of Business.

A quick summary of the talk: Lebanon is experiencing historically unprecedented multiple crises: political, economic, banking & financial, debt, currency, environmental and health crises. "Regulating New Technologies: FinTech, RegTech, SupTech", Presentation at the FinanceMalta 11th Annual conference, 17 May 2018

New technologies, Cloud based services, Crowdfunding, FinTech using AI and Neural Networks, Blockchain are rapidly changing the economics and landscape of regulated industries, including but not exclusively, banking and finance. New products, services, non-industry players, are radically changing the nature of the markets and the relationship between supervisors and market participants. Regulators have to adapt and innovate (along with the incumbents), avoiding regulatory barriers to new competitive and disruptive forces that promise greater financial inclusion and financial depth.

The presentation titled “Regulating New Technologies: FinTech, RegTech, SupTech” was delivered by Dr. Nasser Saidi at the FinanceMalta 11th Annual Conference held in Malta on the 17th of May 2018. Technological advancements are disrupting many regulated industries: do regulators have the capacity to adapt to new tech? The presentation looks in-depth at the ever-evolving regulatory landscape for RegTech/SupTech, and identify “good practices” for policymakers, regulators and supervisors.

This was part of a panel session titled “RegTech: Reshaping the Supervisor Market Participant Relationship” and was followed by a discussion.

The presentation was divided into multiple segments, with the initial part focusing on Oman’s need for diversification in the backdrop of the “New Oil Normal”. Building up on the economics of tourism and relevant case studies, the competitiveness of the tourism sector in Oman was explored. The presentation also provided key insights into how Oman could build on emerging tourism trends, before wrapping up with key recommendations and takeaways.

The presentation titled “The Middle East through the looking glass, 2016-2026“, was delivered at the Japan Bank for International Cooperation Representative Office Middle East 10th-year Anniversary Conference held in Dubai on Nov 22, 2016.
The focus on the presentation was the shifts in economic and financial geography, an insight into the economic consequences of the new oil normal, and ended with thoughts on the new development model for the next 10 years.

Economic Issues at the Heart of “Arab Firestorm”: Presentation @ MEI, Singapore

This is a blog post from the Middle East Institute at Singapore’s NUS,  following a presentation made to them about the Arab Firestorm on 19th Sep, 2013 (link to the original post is here).

According to Dr. Nasser Saidi, Founder and President of Nasser Saidi and Associates, the phrase ‘Arab Spring’ is a misnomer. Since 2011, the Middle East has been embroiled in a series of events that seem to increase in intensity and destructiveness; therefore, the “Arab Firestorm” is more apt. This unique take hints at the different perspective Saidi would provide during his talk. He calls for more emphasis on economic factors than socio-political elements, as any successful political transition requires economic reforms.

Prior to delving into the policies and reforms that need to be implemented, Saidi informs the audience of the challenges that the region has been facing, amongst them the strikingly uneven distribution of wealth and resources between oil importing countries and oil exporters, youth unemployment at 35%, and low female labour force participation rates—MENA being the lowest—in spite of the fact that women in MENA attain higher education than the men. Given the demographics and ‘youth bulge’, job creation is the top policy priority for Arab countries.

While the GCC countries are comparatively better off than the rest of the region, Saidi is quick to point out that they are not free from problems either. Their high dependence on oil threatens their fiscal sustainability, which can only be achieved if they diversify their sources of government revenues and partner with the private sector for job creation. Also, the GCC is faced with the urgent task of carrying out reform and structural change in order to reduce the likelihood of consumption and production patterns from being further distorted by energy subsidies.

In order to attain stability, Saidi proposes a number of transformations that the region needs to undergo in various sectors, such as education, empowerment of women, an orientation towards Asia and Emerging Market Economies in trade, investment and financial policies, and the establishment of an Arab Bank for Reconstruction and Development that would focus on infrastructure investment. He also recommends Singapore to take on an active role in this process by organizing forums on the politics and economics of transition so that MENA can draw lessons from the experience of Asian countries and emerging financial centres in the GCC can network with its Asian counterparts.

Despite the economic focus of the talk, Saidi was not gainsaying the relevance of other factors in the Arab uprisings. This is apparent from the inclusion of socio-demographic and political concerns in the MENAT (MENA + Turkey) Vulnerability Index that he introduces during the second half of his presentation. This chart “captures [most of the] factors in a quantitative index, measuring the magnitude and the differences in vulnerability and risk exposure across the countries in the region”. Turkey is included as it has a shared history with the rest of the Middle East, despite following a different trajectory after the fall of the Ottoman Empire. The results from the MENAT Vulnerability Index reveal that Saudi Arabia is next to high-risk states like Syria and Egypt, indicating that being relatively financially stable does not protect a country from being vulnerable to political discontent.
